Iceland Rejects EU Membership Talks Referendum as 52.8% Vote Against Restarting Negotiations

Reykjavik, August 31, 2026 Icelandic voters have narrowly rejected a government proposal to restart negotiations on joining the European Union, with 52.8% voting against resuming accession talks and 47.2% voting in favour.

The closely contested referendum marked an important moment in Iceland's long-running debate over EU membership. More than 82% of eligible voters took part, underlining the high level of public interest in the country's future relationship with Europe.

Government Proposal Rejected

The referendum did not ask Icelanders whether they wanted to join the European Union immediately. Instead, voters were asked whether the country should resume accession negotiations with the EU.

Iceland originally applied for EU membership in 2009, and negotiations continued for several years before being suspended following a change of government. The country's membership application was never formally withdrawn.

The latest government had proposed restarting negotiations, arguing that Iceland should examine its options at a time of increasing geopolitical and economic uncertainty. However, the proposal was narrowly rejected by voters.

Concerns Over Sovereignty and Fishing Industry

A major issue during the campaign was Iceland's control over its fishing industry, which plays an important role in the country's economy and exports.

Opponents of restarting EU talks argued that membership could eventually affect Iceland's control over its fishing waters and other national interests. Concerns over sovereignty also played a central role in the campaign.

Supporters of renewed negotiations argued that talks would give Iceland an opportunity to explore the benefits of EU membership without committing the country to joining the bloc. However, the "No" campaign ultimately secured the majority.

Iceland to Maintain Current Relationship With Europe

Despite rejecting renewed accession talks, Iceland will remain closely connected to the European Union.

The country is part of the European Economic Area, which gives it access to the EU's single market, and it also participates in the passport-free **Schengen Area**.

This existing relationship was an important part of the debate, with many voters appearing to favour maintaining close economic and political ties with Europe without pursuing full EU membership.

Government Pledges to Respect Result

Prime Minister Kristrún Frostadóttir said her government would respect the referendum outcome and would not move forward with accession negotiations during its current term.

The result therefore effectively puts the EU membership issue on hold once again, although Iceland's existing application has not been formally withdrawn.

The referendum outcome is also significant because the government had framed the vote as a way of determining public opinion on whether Iceland should reopen a debate that has remained unresolved for more than a decade.

A Divided Country

The narrow result highlighted divisions within Iceland over the question of EU membership.

Support for reopening negotiations was strongest in and around Reykjavik, while opposition was stronger in rural regions where industries such as fishing have greater economic importance.

The referendum therefore showed that Iceland remains deeply divided on the issue, even as a majority of voters decided against restarting negotiations.

What Happens Next?

For now, Iceland is expected to continue its current relationship with the European Union without restarting membership negotiations.

The referendum represents a setback for supporters of EU enlargement, who saw Iceland as a potentially strong candidate because of its close economic and legal ties with Europe.

However, the result does not mean Iceland is turning away from Europe entirely. Instead, voters have chosen to maintain the existing arrangement of close cooperation without beginning a new process that could eventually lead to full EU membership.

With the government pledging to honour the result, the debate over Iceland's future EU membership is now likely to remain off the political agenda for the remainder of its current term.
