For the first time, the National Council of Educational Research and Training (NCERT) has introduced a dedicated section on the 1975–77 Emergency in its Class 9 Social Science textbook, describing the period as one of the biggest challenges faced by Indian democracy. The move marks a significant change in how modern Indian political history is taught in schools.

The new chapter appears in the revised textbook, Understanding Society: India and Beyond, where students are introduced to the Emergency as part of a broader lesson on the strengths and challenges of democracy. According to NCERT, this is the first time the topic has been included in the Class 9 curriculum.



What the Textbook Says

The chapter explains that the Emergency was declared in 1975 amid growing public dissatisfaction, rising inflation, unemployment, and political unrest. It notes that during the Emergency, many Fundamental Rights were suspended, press censorship was imposed, and numerous political leaders and activists were arrested.

The textbook describes this period as a major test for India's democratic institutions and highlights how the restoration of elections in 1977 demonstrated the resilience of Indian democracy.

Focus on Democratic Values

Apart from covering the Emergency, the revised textbook introduces a new section titled Democracy and You, encouraging students to understand their role as responsible citizens and actively participate in democratic processes.

The curriculum also discusses constitutional values, citizens' rights and responsibilities, and the importance of protecting democratic institutions.



Part of NEP 2020 Curriculum Changes

The inclusion is part of NCERT's wider textbook revision under the National Education Policy (NEP) 2020 and the National Curriculum Framework (NCF). The updated curriculum aims to provide students with a broader understanding of India's constitutional history and democratic development.

The revision has sparked political debate. Supporters say introducing the Emergency at an earlier stage of education helps students better understand an important chapter in India's democratic journey. Critics, however, argue that historical events should always be presented with balanced context and multiple perspectives.
